Questions on remote desktop, active directory

In Windows XP, we can click on
Start --> All Programs --> Accessories --> Communications --> Remote Desktop Connection
Suppose I connect to a remote Windows Server 2008 machine.

1) Can any account join the remote computer to a specific domain? What property gives the account the ability to do so?

2) In Active Directory, what account restriction does not allow you to logon?
