Suggestions to me

I am trying to get a promotion for a couple years now, can anyone suggest to me how can i become a viewbie of any forum, i mean i willing to take the responsibility for new forums where there is issue of sticking topics, closing repeatative topics or spam topics, I have tried to make a forum active by writing updates but i was never promoted last year, so i was just wishing if anyone can suggest me what i should do instead of wait ...that would be great
