I don’t think he’s arrogant tbh I think he’s a bit perplexed and restless because his plan has gone for a toss. Since makers are favoring him, house is in servitude to him, trying to keep a distance and not have drama with him.

How else will he generate drama except to deliberately create it?

On another point totally agree with you he says sorry before the other person has even expressed what they’re feeling, almost in a hurry to wrap it up.

Makers ne sabka game barbaad kar diya hai. Qazi ke saare rivals ko friends banwa diya hai usse. He has Rhiti, Asif, Kanika, Yung, Ampa against him. AB koi kuch bolta hi nhi.
