No chance. Only a fraction of Qazi's fans would bother voting. Also, Qazi's fanbase is very fragmented. I don't think they can coordinate to do something like this. Scout, Yung, Gullu fandoms are much more coordinated but even then I doubt more than a few % of Gullu fans would waste time voting for Isha.

By looking at the teams and sanchalak. It's pretty clear BB wants someone from Arzi chelas to become captain lekin reddit ke lallus ke hisaab se Baadshah gang is favored lol
