Question: Why not just make a quota based on income... there are poor people in GC as there are wealthy people in SC/ST... my take would be income and merit... no caste...
Answer: Well, that may be quite difficult in India... income-cheating by making it lower= easily possible and caste discrimination = generally social, not clearly economic
