Anurag Kumar has worked before as a Special Director in India's Intelligence Bureau (IB). Under his order now Sonam Wangchuck got forcefully transported from the Jantar Mantar protest site the 18th (with police force disguised as medical staff), then - under his order (or basically under the order of Amit Shah/the home ministry/Modi?), the 20th, a lorry full of stones got positioned near the protesters, also one or two already damaged cars, police got weaponised with gas, nailed lathi's and later one or more pellet guns got used. Also - under his order - groups of 'goons' (privates) armed with lathis were allowed 'to support' the police.

Satish Golcha got replaced because the home ministry wasn't satisfied with his way to treat the students (more peaceful ways, I suppose).
