In the book also,Lakshman doesn't ask for a reason but silently stands besides him and lovingly protects ,supports and serves him by taking care of him.He understands the heart of his elder brother.In the show Lakshman becomes angry and doesn't ask for a reason either.This is proved again when Lakshman returns to palace after leaving Sita in the forest and is cold to Rama and scathingly replies to his king.He also tells Bharat that he does not want to know the reason .Hence the reason was NOT proactively shared by the couple.Now when the twins a .k.a praja are questioning him,they as the king and queen are answerable to them and they never told a lie.
Yeh question to actually pucha gaya hai pehle bhi by different characters at different places,,not in book(as in book mein mutual decision bhi nahi hai & Ram clearly says everything when he calls brothers to tell all these,,there he actually after ordering Lakshman,,told then & there that don't say or debate anything abt my decision at the moment,,I am in great misery,,if you have service attitude towards my feet,,then abide by this decision of mine & yes there,despite of being dejected at situation,,Lakshman understood Ram's heart & plight clearly as Celina said),,
In series its asked somewhere or other by different ppl,,pehle when Ramji called brothers to reveal,,after some part of conversation between brothers,,Lakshman sensed something very heartbreaking is going to unfold thr Ram's answers & expressions & asked what's going on in his bhaiya's mind?? Both Bharat & Lakshman were opposing giving some or other arguments,,why this particular decision has to be taken,,find out some other way & so on & so forth,,,Hanuman also asked it once he came to know it bcz of repercussions in rajya abt trend of patni tyaag,,Mata sunaina openly asked this question to Ram,,but I think he didn't reveal it totally till now as Sita's take involved in this decision bcz he wanted to take entire blame on himself probably,,,as he said also in parityag episode to Sita before she leaves...& Promise was taken by Ram frm Sita to not reveal this truth of mutual decision to anyone,,so that every question turns to him only,,,that's why Sita when answered to Laksman when he was sobbing that why only me is chosen to do such sinful act,,there also seeing his agony,,she didn't told him abt this part specifically,,when Luv Kush came back frm Ayodhya full of resentment for Ram & questions his decision as anyaay towards Sita,,there also Sita just briefed that probablity it wld be decision of both,,but didn't reveal truth entirely & clearly to LuvKush,,,But here Ram is not himself under any promise to not reveal this mutual decision(unhone promise liya tha Sita ma se),,he didn't reveal it till date to take all blames on himself,,,but now situation has turned so grim that yudh has been ensued for answers to questions...so now it's imp. As fatherly King also to answer to kids aka his praja in detail to all their questions.

I watched some of the episode and man Maata and her kids 
...they were saying Ramji shd patent 2 things,,for his 2 closest ppl to whom he can open his heart out...
