Just to add:
Exactly. This is khan Murtasim khan we are talking about. He is the gaddi nasheen. The strong one. The sher beta. The one who single-handedly bears all zimmedaris on his shoulders.
When MK said "apne aapko or mujhe sambhal lena" he is telling her he is not as strong as everyone makes him out...that he needs her support and sahara. For a man like MK to expose his vulnerability and ask for her sahara is a BIG deal.
Yet she turns around and betrays him (Murtasim ka bharam tod dala aur bewafai karke dikhadee - also the OST lines that played during the confession).
I think her tears when Murtasim confessed were (at least partly) for herself. She already knew she was going to betray him. That is why she never responds to his pain and confession.
In contrast, in E20, we saw her respond to his pain and first emotional confession (tumhe bachata nahin to zinda kaise reh paata) by touching his hand (in addition to crying). In E39, we see a similar emotional confession from Murtasim but Merub was colder now than in E20. I think she already knew she was going to betray him so did not show any empathy (she did not touch him like in E20, her eyes were also harder now whereas they were softer in E20, nor did she say or do anything else).
