Shiv downplayed the thing and didn't interfere at all for two reasons -
1) he is the captain and hence wants things to run smoothly under his captaincy.. he knows if he tries to stop Archana, chances are he will get caught in the cross fire and once you are on the receiving end in a fight with Archana, its very hard to keep control on your words. He didn't wanna lose his own shit in someone else's fight.. Had it been Archana vs someone from mandali, he would've shown all his captaincy powers.. like fired her from kitchen..
2) Shiv is a master of setting narratives..Ankit is popat and Shalin is fake are two narratives set by Shiv.. When audiences see Shalin breaking down like that, a section of them will empathize with him.. but when the same audience hears people (like Shiv along with Stan and Sajid) inside the house say stuff like '' oh did he you how he was over acting? how he was faking it? '' then that creates a doubt in the mind of the audience and dilutes the sympathy.. coz these are the people who are watching up close and hence are expected to have a better understanding of the situation..
