Potential toh tha but now he is reduced to just a chamcha. I won't blame makers for this. He is at 100% fault.
My personal opinion, I don't think it was pre-planned. He just answered to a question would he like to be friends with Abdu. Saare contestant soch kar jaate hai who they can click with. Maybe he thought he will click with Abdu. His friendship with Abdu does look genuine to me.
Aur Shiv ke pass itna dimaag hota he wouldn't have become Chamcha and Bodyguard of the most hated contestant by audience Sajid. He knows people don't like him.
