Yes the story you are referring to is the political satire by Harishsnkar Prasad. where the sheep represent the general public and the bhediyas the corrupt and chalak politicians. In that story even though the number of sheep were more they get tricked by the siyar into accepting the bhediyas. The sheep who were in the majority decided to form a democracy where everyone lives peacefully and no one eats the other. A jackal comes and realizes what delimma the bhediyas were facing. He advises the bhediyas to present one of them as a saint. He advises them to keep their blood thirsty and aggressive eyes lowered at all times, to be quiet at all times and control their tongue, third thing control your greed and do not eat any of the numerous sheep assembled .
The jackal also gets three fellow jackals to go mingle with the sheep. He paints each of them in different colors one was yellow, one blue and the third green. He presents the yellow jackal as a great poet and writer, the blue one is presented as a great minister who had a direct connection with heaven and was heaven’s journalist. The green Jackal was presented as a great dharma guru .
The old jackal had spread the rumor in the jungle that a great saint had come to the jungle. He then introduces the bhediya to the assembled animals. Upon seeing the bhediya the sheep start running helter smelter in a panic . However the jackal assured the sheep that the bhedita was a Mahan aatma who would change their life, he would change their destiny and wants your good. If you want to prosper make him your leader. The foolish sheep got conned by the jackal’s words and thought that since the bhediya had changed he would work for their good and they elected him as their leader. The sheep got conned into a false sense of security.
Once elected the bhediya made a rule that each morning they wanted voluntarily delivered to them a tender lamb for breakfast, 1 bhed for lunch and because they were health conscious half a bhed for dinner
So going by this there is 1 mastermind ( bhediya) 3 jackals who mislead the sheep into thinking that the bhediya is the best thing to have happened to the sheep. Now can’t wait to see who the Bhediya is.
