It’s good that he left otherwise Rawat could have used it in his favour that they forced him to change the statement but leaving a letter can give benefit of doubt

I don’t have much knowledge but that’s what happens in bureaucracy and if we go by logic then also president( on the advice of pm) or martial court or may be the higher ranks in service has that right and president because he is the commander-in-chief of Indian army and on the advice of PM because he is the de facto head but yeah a minister can give an order to set up an inquiry
