Raghav instructed the consignment to be stopped, he did everything "in his power" to stop it. Yes its his illegal business, but he has no way of knowing if and when the police is going to catch one of the deals. He has no way of knowing what kind of force they'd use. He was cheating the system. Yes illegal business is there - but its not a necessarily dangerous business, none of these people (that we know of) were equipped with any form of weapon. We only ever see Raghav carrying around a gun, not his lackeys.
The police officer shot at someone, who had no weapon, with no warrant, no real evidence, in the chest of all places. Not the leg, not an arm. The chest. It was overzealous on her part. Yes she warned him, so yes he should have stayed still, but she could've aimed for a more non-lethal place. In other countries I've seen police officers (obviously on shows only) use stun guns to stop the perpetrator. Gun is a last resort for them. And it's usually used more as a defensive tactic instead of offensive.
