Even though CM was outlawed in 1929, it wasn't completely accepted by people.. Muslims protested against this and there were amendments made that with the permission of the girls guardian, it could be made possible. It was in 1949, I guess when the minimum age for girls was increased to 15 years old.
Waise aab bhi kya badla hai utna.. CM is still practiced in many places without the knowledge of law enforcement and now, we live in a modern era where it much easier to detect such illegal activities... but back in 1930s, I doubt they could really do much if some family did have a CM, they wouldn't know until someone places a complaint and people during those days were not exactly forward thinking.
