The one which i know is by changing your play store location.. but it has some drawbacks like all other apps also will show the content of that country then. And for a year or few moths you won't be able to roll back (exact statement is written in the policy)

So the people who get paid by someone to do it they might take this risk.

I have seen people doing it (not for voting) for games and all.. not sure whether it works for voting but there are some other alternatives also which these people are using.

Oh god. Technology improved so much we can fool anyone. But sounds very risky.
