Idk, I get what you're saying...but it still feels in character to me. I'm one of the harshest critics for early episodes waala Raghav, but even then he had a pretty firm code about not harming innocent people, so I don't think even Raghav from episode 1 would be involved in a hit and run, with the key word being 'run'. Accidents happen, but it's out of character for him to leave someone to die roadside, since his guilt has been such a big part of his character.
