I don't think RR would be responsible just like Sona wasn't in KHKT. A few years ago there was a Pakistani drama where the hero blamed himself for a man's death (his friends for fun tried to rob the man and he accidently got shot, the hero didn't take him to the hospital even though he wanted to). Hero marries the man's widow (she is a few years older). In KCL, an SP show, the second hero runs over and kills the first hero by accident, his mother doesn't allow him to help but he remains tortured by the accident and later ends up marrying the widow. Be it Sona or these 2 other men, they were all good people who ended up in some terrible situations and usually it's someone else who put them in there.
Now RR isn't tortured by any death except for his dad's and brother's. I am thinking along the lines of the Pakistani drama and KHKT that something happens to Mandaar and RR isn't able to help him. Maybe he gets shot like in the drama above and RR is unable to do anything even though he wanted. The other thing that remains to be seen is whether Mandaar was a good person or he was up to something with Ved.

Raghav does like the thrill of the game. He sent Jaya and Kirti away, and that allowed him to play, and win last time. But to be effective, I think he has to stop playing along, and put a quick and dirty end to this. Leverage his own contacts in high places, bribe whoever needs to be, blackmail whoever needs to be and do what it takes, get this resolved through whatever means necessary, and safeguard his own and his family's safety. There's no need to play by the rules and keep a moral high ground with an opponent like Ved.

(You know, my utter displeasure for how KHKT executed this plotline was the main reason I avoided getting invested in this show for so long. Imagine my frustration with them heading into the same plot here 🤣🤣Do you think Mandaar will be as likeable as Raima eventually was? She was never a grey character though)
The plot which you mentioned makes sense. My only hangup is, Raghav already carried with him the guilt of two deaths. Even if he wasn't able to help save Mandaar, with the resources he has, he would have absolutely tried to find out everything he could about the man, and support the family in any way possible, even without being at fault. In KHKT, Suman didn't let Sona help for fear of her nascent career being killed. I haven't seen KCL, but as you describe, he was prevented from helping by someone. Who'd have stopped Raghav? Maybe Ved, but then why did it seem like Raghav has some suppressed memories? Did Ved drug him?
