yes those two are brothers!

samrat is their elder sister Mansis son and pakhi being his wife becomes their bhabhi.

As for Sai calling her didi it was in the episode when she went to CN that pakhi told her I’m on your side I will guide you and Sai calls her pakhi didi as she is elder than her.

even though karishma is elder than Sai in relationship Sai is older than karishma and Mohit because virat is the elder

So going by virats status she becomes elder regardless of her age....

But in pakhis case samrat is older than Virat. But virat doesn’t call him dada and hence doesn’t call pakhi vahini.....

She calls everyone what Virat calls them.

Since Virat calls Pakhi by name she adds didhi because she is elder to Sai I guess. this is my thinking.
