True she would’ve accepted her but they wouldn’t have shared the bond Sai and Ashwini does it could’ve never been the case

I think Ashwini took in Sai as her daughter as soon as she came to know that she has no one in the world. She has been a mother to all the children in her family. Forget herself, all the kids have so many elders, badon ka saaya (doesn't matter who or how they are). She even told Pakhi today that Virat has the entire family and not just his mom. So Sai not having anyone broke her heart and made her become her mother immediately.
