Yup there are chances of Tommy being an uc officer.

But there is chance that Malhar as Shera has befriended him because he has many tricks up his sleeve. Shera told na he is useful in many ways. Tommy might have been having contacts who were helpful for Shera to penetrate the gang.

Tommy may or may not be aware that Shera is actually Malhar, a cop.
