It's not her fault that BB needs her for their show. In the past, people didnt become captain but that was okay because other contestants were enough. Here they need Rubina to be the captain because they need her for the show because majority of the audience is interested in her.

Also, this is a punishment in disguise. Both outside and inside ppl will keep taunting her about this. Abhinav, nikki and Rahul also havent become captain yet either so why didnt BB shower their grace on them?
