I think I'm with you on this. And even I use the word OCD loosely at times.
I had infact once read a thread on this exact same thing where the person suffering from OCD actually tells that having cleanliness quirks is not having OCD. Saying you have OCD sort of trivializes the problems of people actually suffering from OCD.
But I don't blame people using this term very often. It's just how it has been represented all along and the awareness of what actually OCD means is not there. So sorry for that.

Tbh people aren't aware of especially in india where no one talks about mental issues.
Of course OCD has being clean also but that is just part of it..like washing your hands is just being clean whereas washing hands say exactly 2 times or 5 times...its this thing which creates alot of problem while doing any basic day to day tasks...
I didnt knew I had OCD until i researched my symptoms and before that i sometimes started crying cuz I couldn't get of the task..its like there's this inner cove saying do it again or something bad will happen...
