Yeah! That's a valid point! Shivji's game is very confusing! Maybe giving permission to the cheels to enter the naagmandir itself was nageshwari's sin? I highly doubt Aakesh was naageshwari's soulmate that time! If that was the case, why would he cause so much pain to her?

Regarding protection of cheels! Maybe, aadi-naag and naagin are the most powerful beings, they also have these limitations to follow! Except veer, maybe other cheels wouldn't be that powerful to equally fight with the aadi-naag and naagin! So, to help the weaker counterparts, shivji would have put this condition! You see, its not about cheels and nagas for the lord! He looks at them as living beings! Lord cannot be biased, I feel!
