They will go after all but first they have to get the names of all celebs whom they know take drugs and then only they get their suppliers. Also, if they are found with drugs in their house, it's considered a criminal offence. Many celebs itself act as suppliers too.

I don't know about Shahid but there are many people who consume marijuana but do not smoke cigarettes or drink alcohol so there is no correlation. Medically speaking, marijuana is shown to have a lesser negative impact or chance of addiction as well. There's a reason why marijuana is used medically as compared to tobacco or alcohol.
