However, the scene you mentioned they were not really together. Abir believes she has moved on because he broke her heart, and that she doesn't care how he feels. He wanted her to move on but is hurt and angry when he sees that she seems to have done that. The part where he mentions he doesn't like it when someone else touches her or makes her laugh - he understands he is jealous and angry with himself for having let her go. He tells her that because he knows she has been trying to find out whether or not he has moved on, and he wanted to tell her he hasn't. He says she is his and only his in the sense of her loving him, not in a psycho lover sense because even after that he is quite ready to let her go.

So, yes he is a possessive lover, but he is not an obsessive lover; at least, that's what I think.

Abir has always hinted at his jealousy game but in his own way - first time when Mishti accidentally texted Abir instead of Nannu, then getting paranoid over who she call bf? etc

Like he expresses his confusion: "kuch ajeeb si lagta hai...gussa aa rahe par pata nahi kyu?" he hadn't understood how to deal with those emotions and so those little things add up inside him. Then especially after their terrible break-up which he never intended to do anyway, and with Nishant's present, it is antural for him to lose control at times because that is just how much he still loves her and regrets breaking up.
