It's simple.
1. Open a new transparent canvas.
2. Type out your text, add shadow stroke etc.
3. What I did with that one was, used a floral texture and created a clipping mask.
4. Duplicated the layers. Moved the picture around for the animation and hid the earlier layers respectively.
