It's a mixture of both, he wants to prove to Manvi that MJ is still more powerful than her, can govern her life and death, the God complex. A creepy kind of jealousy is also there, from his son, owing to the fact, that he still believes he "owns" Manvi's life. I don't see he is doing anything for Rudra's welfare rn, because it is clear to him by now that Maya loves Rudra and wouldn't kill him.

I think Diya guaged rightly. He does feel jealous about MayRa both from his God complex and that the one who used to belong to him wants another man.
