Please tell me about Celebrity ranking

On what basis are this celebrity ranked here?

Many celebrity who have less fans are ranked above than those having more fans.

Like anushka sen have less fans here compared to Devoleena, Rashami , Erica , gurmeet and sidharth still ranked way way ahead of them.

And rashami is behind devo too.

Can anybody please tell me basis of these ranking?

Was wondering the same thing. Maybe it's online voting? 

I think it is based on popularity?
