Is there more to top celebs than meets the eye?

I have always felt curious watching Sarfarosh and character of Gulfam Hassan played by Naseer.

He is a spy in guise of a singer.

I have read about celebs, artistes, sportspersons often being suspected to be agents or spies.

Is there indeed more to top level  public figures than what meets the eye?

I read once there was a strong suspicion against singer Runa Laila for being a Bangladeshi spy. I still wonder if there was truth to it or rumour was spread against her to discredit her and prevent her from getting work in Indian or Pak music industry.

These days there are lot of conspiracy theories and rumours spread against Khans too. 

Are writers, artistes, sportspersons, scientists, public figures of top level, honoured by govts and ones who meet diplomats, heads of state or have transnational popularity, indeed just talents or do lot 'more'? Like promoting a particular ideology or culture or being agents or spies or information gatherers? 

Otherwise why'd govts and heads of state honour someone for merely being good at their craft?
