Isn't it possible that sellers would sell it in small proportions and easily declare its for self consumption if caught?
The law determines what is "consumer-sized" vs what is "commercial."
A similar law exists for prescription drugs. Only a certain dosage can be purchased and possessed at a time. If buying prescriptions abroad you can only get in your dosage for a few months. Anything over is illegal.
The city where I live has decriminalized marijuana. If you get caught with a small amount, it is seized and you're let go. If it is more than a certain amount, you get a ticket and then let go. Only if you are caught with an amount that is considered commercial do they start criminal proceedings.

Very few addicts ask for help. Help is usually sought by friends and family. But if drug consumption is illegal then family and friends try to deal with it at home because they don't want a loved one to face criminal charges. People die of overdose because people are afraid to even call a doctor when someone has a bad reaction due to fear of arrest.
When it is decriminalized family and friends are more likely to seek professional help. Even though most drugs are still illegal, HIPPAA law makes it easier for people to call 911 or check someone into detox because doctors are legally bound to keep the treatment information confidential. There are also confidential helplines and organizations like Narcotics Anonymous.
Marijuana for recreation is legal in Washington, California, Oregon, Illinois, New York, Massachusetts, and Colorado. These states have not seen any increase in crime associated with marijuana use. No one is consuming marijuana openly. Families still visit these states for vacation and have a safe fun time without worrying about so-called drug users. Alcohol still continues to be the number one cause of driving incidents.
Although most US experiments for safe usage spaces for hard drugs have failed. There needs to be more analysis why. But for legalization/decriminalization of a larger swath of drugs - you can look to Netherlands and Portugal.
