For ECB test cricket is the pinnacle. The only country that actually has sold out ground in tests. Whole ecosystem starts 1 year before. They would never angry their existing base for a foreign league that is already been maligned as the money league all over the world.

What will happen most likely is that the english players will travel in same bubble with indian team to the ipl after test series finishes and then straight to the ICC bubble of World T20. 

For other foreigners, they will reach from their own bubbles and will collectively travel from there to the icc bubble .
