Samar is the one calling Krishna!! Whether Samar really make a video of the accident is not clear to me, I think he did and this may be used to prove Garv's innocence in court down the line (just guessing).
It was really disgusting how Shakti was so proud of his sapoot. He literally was basking in the fact that Samar is just like him and together they can wreak havoc in Prayagraj!
