Ghost - is it that she gave a vow not to see and talk to his family that still applies? This was the second time she mentioned it. She could stop D not her daughter. 

That kasam would explain why she can't stop her daughter,why daughter and him can't feel her around...but rest,including those who killed her are scared and keep that thread at the door,made puja. Can hurt the enemies but can only look after Mohan-Gungun from a distance,maybe later use Radha cause she's a stranger,ghost can't touch-protect them but she can.
