how does chaska meter work?

please explain how the chaska meter works.  its a bit confusing.sometimes even when getting a large number of votes a show goes down in ranking and sometimes the reverse occurs.  Perhaps a lot of members want this answer. please it is a request post an announcement explaining how it works and what is the CM total points and how it is calculated.  thanks in advance.
