My simple way in PSP.

 

 

1. Open up a reasonable size layer... Mine is 500 x 400

 

2. Fill it any colour u like...

(Image below)

3. Get your paintbrush out and randomly paint random line or swiggles of different colours on the layer,

(Image below)

4. Then go to adjust blur and motion blur and repeat at least one or two more times until its texture looking.

Mine come out like this..

Hey guys this is my fisrt tutorial for it might be kinda bad
just bare with me
How to add a dashed border to your sigy/avi
ok
1)Open new image
[ I did 100x100 you can do which ever your prefer]

2)Select Ctrl an A
[you should get moving ants around your image like this in my case its still but it should be moving]
3)Press print Screen
[next to F12]


5) Now you should have a screenshot of the image you wanted
6)Crop the image until you have a 100x100 image with a dotted border
your result should look like this


Now i hope its helpful an if its not im really sorry
