Salman Khan IMO. During his flop phase he had the same position in Bollywood that Saif Ali Khan has now. SRK during his flops phase is still considered a superstar. 

Salman was never at level of saif hes Always was a very big superstar . Magazines  were full of letters from fans for Salman more than srk or Amir  He was in a good position regardless of his flops  And when he started to doing TV he become.even bigger.after wanted he surclassed srk totally.

he have flops because he Would work in 4 or 5 films per years  at that time. While srk in 2010 and on worked Just at One maximum two film per years

Do fan letters reflect stardom more than box office records? Go check sk’s box office record from that time. Sk had many fans from the previous decade (90s) where he was the a rage among young girls and boys for his body but among people of early and mid 2000s he wasn’t a superstar. Most people were neutral about him until Wanted happened. And he started doing tv in 2008-2009, just around the time wanted happened 

Salman popularity was Always High even if had a period between 2001 2008 with many flop. Still he had partner no entry Tere naam mujshe shaadi karoge that were succesfull. If you see in box office india ranking he was considered the third succesfull actor After srk hritik in that decade. So no its not true he was Always there at the top not like in 2010 and on period were he become a supermegastar but he still was third in popularity and success After srk and hritik obviously

anyway Salman between 2001 to 2008 was considered the third actor for star Power at box ffice.  You have to see box-office india ranking and you Will see he was Always at the top in the First 3/4 actors. Obvioujsy that decade was dominated by srk and second hritik but Salman was there too in the First League. Obvioujsy After 2010 and on he become the big ggest Indian megastar and declassed srk by his number One position
