I don't know his parentage but some people, especially those with Latin or certain European genes are born with blonde hair, which then gets shed around toddlerhood to be replaced with brown/black hair.
Some are born with dark hair and then change to blonde...some blond- dark - and blonde again...
Eye colour can change as well.
