I also feel its the sister. Even if its somebody else they will most likely adress it in later episodes. We have yet to know how Salaars mother was killed. It was definitely not his mother though.

They were certainly two different actors. Coz the one in the rain scene and the one playing the sister now are two different actors.
Also, that girl was addressing Salar as tum while his sister addresses him as aap and Salaar bhai
