The very fact that he came there and acknowledged his mistake, the way he acknowledged it (he said his mistake wasn't what he did, but that he didn't think of the consequences on Madhu), and then his asking for forgiveness--that gave Padmini a better impression of him. I specifically remember how the camera went to Madhu and Padmini and you could tell Padmini appreciated that this man apologized. And (if I am remembering correctly) for the audience the music also signified the importance of that scene, building up to a crescendo to fall silent when he said "forgive me."
Then came all the other interactions. RK himself let it be known to Padmini that Sultan came after him because he overhead Padmini's worries that RK had taken Madhu by force. (Yeah, RK said it differently, but anyone could piece together what happened and Padmini would've.) Then when RK came to the chawl to harass about Madhu's whereabouts, he asked for Sultan's number. Padmini had then number, that right there also says something. RK calls Sultan and Sultan calls back asking whether Madhu's okay. Padmini answers him truthfully. Later, when Deepali goes to the chawl, we are left to again infer that both Padmini and Trishna have his number.
Not to forget, even without Madhu around, Sultan and Aryan were seen at the chawl with Padmini and Trisha. All this points to a sort of familiar trust that she has on Sultan.
Also, Sultan is actually not so much shown as running from the police. He's shown as being pretty set and 'safe' so to speak.😆
And I think it's completely believable that Padmini would go and seek Sultan's help. She has a good equation and relationship with him, she trusts him as we've seen many times, and she's a mother who needs to get her daughter out of this situation. Where could she go? To the police? That wouldn't have been feasible in even normal circumstances, and certainly not in the current circumstance.
