Yep! For example, Gurjapneet Singh. He did great in last match because his exposure was less than, say Noor or Khalil, or any well known international / national player.

Afaik, no. We have a cap on the number of overseas players in a team but the minimum can be even 1-2. For example, Gujarat/Delhi has a lot of Indian players, na ?
