To a picture or png image for tags? For that you have to make it to frame animation... Like duplicate the image then go to filter- noise then set it according to your taste. Then increase/decrease it on the other layer so that when frame moves you can see the glitter. Then go to frame animation and duplicate first frame. In 1st frame disable the 2nd layer by clicking on eye button next to layer. Then go to second frame and click on eye button to enable it. Then click on Play and see how the glitter going. Set time as your wishes.

I don't know what font is that but you can try doing it with a regular cursive font. It's simple, just put the color deep red and then shadow. Adjust settings as per your wish like angle shadow distance and stuff and you can see similar effect.

No... That's not what I am asking. In that picture, some letters are small and some are big. How do you get that effect(uneven size)?

Bend it a tiny bit by using wrapped text option(the one in red). You'll see it on top when text option is selected.

How do I apply a soft sharpen action to a gif (all layers at once)?

All the other actions work except for that one and it's the one I like the most. :/
