Make your gif

then change the animation panel into the time line panel

Then go to filter

As your gif is now a smart object you can sharpen your gif (with all the layers at once)

Work out the best settings on the sharpen filter

Also if you use 1080 HD videos and then sharpen as well you will get really clear results

And one last tip that I forgot: if you are lucky enough to have topaz, that does wonders too. But you can mix up the sharpen filter setting to mimic topaz

Topaz is a type of filter program that works inside Photoshop. You click on it in your filter list and a dialog box opens up where you can change the settings. This is separate and needs to be installed separately.

what was your filter setting?

Plus what kind of video did you use? HQ?

Because if it is low quality when you sharpen it, it will show

First remove the 'add noise'

You don't want to add that I do not think as you will get the grainy texture on your gif
