That is done with the help of brush

add a new layer>> select the brush nd draw the texture >>> write the text

seems like a double exposure effect

changing the opacity and fill of the layers might help

so lay your pictures in the order you want, some might be on top of another and change the opacity of the top layer. even blend modes could help you.

if you look up tutorials for a double exposure effect maybe that could assist you?
